Government Support Measures Post #COVID-19

According to the press release issued by the Ministry of Labour and Social Protection on May 29, 2020:

  • Employees returning from technical unemployment (short-time work) will benefit, for a period of 3 months, from 41.5% of the basic salary corresponding to their position, but no more than 41.5% of the gross average monthly wage provided for in the Social Insurance Budget Law for 2020, no. 6/2020. To benefit from this measure, employers are required to maintain employment relationships with employees until December 31, 2020, with the exception of seasonal workers and situations where the individual employment contract ends for reasons not attributable to the employer. Furthermore, the measure applies only to persons whose individual employment contract was suspended for a minimum of 15 days during the state of emergency or alert.
  • Starting June 1, 2020, for hirings registered by December 31, 2020 of persons over 50 years of age who were laid off during the state of emergency, employers will receive a subsidy of 50% of the employee’s monthly salary, but no more than 2,500 lei, for a period of 12 months, on condition of maintaining the employment relationship for an additional 12 months. The value and conditions of the subsidy also apply to the hiring of young people between 16 and 29 years of age registered as unemployed at AJOFM, and to Romanian citizens returning to the country after losing jobs abroad.
  • Employers who terminate the employment relationships of employees before the period for which they are required to maintain them will repay the employment agencies in full the amounts received for each person whose employment relationship was terminated, plus the reference interest rate of the National Bank of Romania in effect at the date of termination.
